I'd been having the same problems that so many others have been recently with my Roku TV not connecting to the internet. Everything else worked ok until I tried resetting the TV to factory settings. Now, when I turn it on, it just tries to update (but can't because it still can't connect) and gives me and error code "003". When I exit that message, I only see the red background. So now, my TV really only functions as a light or dull mirror.
Ouch! That sounds like a bricked device somehow. Maybe it was doing some update and it failed. Reset one of my 3 Roku TV’s to factory settings a few days ago. I would try calling the TV manufacturer about it.

I think all TVs have a way to update via their USB port. Check the manufacter's website or https://tvupdate.roku.com
