I ended up just hitting the reset button a bunch in various lengths and it ended up fixing it.
I am having the same issue. I can't even get to the factory reset option, just the recovery, connect to the WiFi and wired, update completed, and then it restarts to the same screen.

After update, try holding in the reset button on the TV for 30 seconds. The TV will restart before the 30 seconds but do not let go. I had to do this several times and for some reason it went to red screen, it brightened briefly which was different than the times before, and it launched to the setup screen. All of the previous settings will be gone. I did this several times. I think the update option from the recovery screen, and then the long hold of the reset button without release glitched it out of the recovery loop and on to the initial setup from the factory. I chose to never connect to the internet again with this TV, since I use it as computer monitor and don't use it for apps anymore. Good luck.
Do the update in recovery mode and let it finish, when the TV restarts to the red screen, push and hold in the reset button and do not let go for 30 seconds, the TV will restart before the 30 seconds is complete but keep the button held in. Eventually it launched to the initial setup screen, it took several tries to make this happen. Others have tried various lengths of time holding in the reset button, but it seems to eventually glitch out of recovery mode and land on the setup screen from the factory. Awful that these updates take out these TV's, this happened to me before, and the USB update worked, this time the USB files are outdated and abandoned. Won't be buying anymore of these auto update TV's.

An update to this:
Once again, this boot loop issue has occurred to me when the power was interrupted, or the TV was turned off correctly and moved, but after lots of wasted time and energy on my part, I was able to get it working with a hard reset with the reset button. I have seen mentions of this power interruption in other discussions on here. I would heed this information if I were a Roku software engineer. I also think that the rcovery mode not working right might be a good clue to work towards fixing this for the angry or upset customers who are having this boot loop issue.
I left the TV unplugged (onn. Model: 100012587 - 65" 4K UHD HDR10 Roku TV) for 24 hours and plugged in back in. It booted up, and went directly into Recovery Mode. But the Recovery Mode screen went from the normal green background to an orangish-brown, with text looking like almost unreadable outlines on it.
I then pressed the reset button for 15 seconds, it rebooted and went into another boot loop and ended up in Recovery Mode, with orangish-brown and messed up text output again.
I then plugged a network cable. I chose Wired (Ethernet) in Connect to the Internet, chose Update Now. It rebooted and went into another boot loop and ended up in Recovery Mode, with orangish-brown and messed up text output again.
I then chose Wired (Ethernet) in Connect to the Internet, chose Factory Reset, OK. It rebooted and went into another boot loop and ended up in Recovery Mode again, with orangish-brown and bad up text output again.
I then tried updating via the TV USB Updater website (tvupdate.roku.com) again. I followed the directions carefully, and once again, the system confirmed my exact onn. model. And once, I get the message: "Current software is more up-to-date. Downgrade is not allowed.”. This needs to be addressed for my model (onn. Model: 100012587 - 65" 4K UHD HDR10 Roku TV), maybe more brands/models, as In have seen people mentioning that for their TVs too.
What should I do

Very frustrating that ROKU has now known about this issue for weeks and has not addressed it. Unacceptable.
I left it unplugged all night and tried every fix listed so far here and on YouTube and the rest of the web.

Issue: forced recovery mode, power light blinking, stuck on initial screenn that reads "Onn. ● Roku TV" with Grey dotted background.
Owned for a year.
I have done as per the company to use a usb to update, factory, hard, and regular reset. No response change from tv. Therefore, Onn to blame for faulty software or possibly hardware. Never had power outage/surge of power. Always into my up to date house's power outlet. @RokuRiamie-D
I've tried so many times and while I'm holding the reset button, it goes to the pink screen where it asks me to pick a language, then I enter my wireless p-word, it acts like it's starting... goes to the red start screen, goes black... then returns to the pink screen where I'm asked to pick a language.
