Cannot talk of VPN use here. Your Stick (or any Roku device) will launch the installed apps, but if the apps provider does not allow the app/shows in the geographical area you are in, then they won't work or you'll get a select list of available programming. IE Netflix Europe will have different available shows than Netflix USA.
