Roku Premiere Setup

I do not have WiFi but I have a cell phone with internet access I’m wondering if there is a way to setup my Roku Premier without WiFi and by using the cell phone only.

Please ON hotspot on your mobile and connect Roku premier with your phone WIFI. and start Roku premier

1) Ask Language to choose appropriately. 

2) wireless connection with your mobile phone wifi. and set the display type.

3) Activate your Roku Player using URL Complete Setup on Web.
