Exactly! Repackaged, not refurbished.

Still reseller refurbished and will only carry the store's 30-90 days return policy. This will be listed somewhere on box or receipt.

OP asked based on the box and contents description, not based on anything on the receipt. That indicates no process was followed (factory reset, cleaning of device, replacement of worn accessories, etc) was done. That's not refurbished, that's repackaged. By your own definition (the receipt) it fails to meet the definition of refurbished. That store (perhaps some slacker they employed, not the store in general) repackaged the item and sold it as new.
