After numerous attempts, using two different tv’s, resetting the Roku more times than I care to think about, placing the Roku next to my router, mobile hotspots, and enough swearing to make a drunk sailor blush, I tried a different (ie better) hdmi cable and finally got past the updates.

I keep telling everyone, don't use the cheap HDMI cable that was included with the Roku. At least not with the initial setup.  Part of the setup after reboot is to determine the maximum resolution of the TV, and fails with the included HDMI cable most of the time.
