Is there any way I can hook up Roku Express model 3930x to a Magnavox 42MF230 a/37 without Hdmi port built into the TV?

As far as I understand, the Express 3930 does not have an 3.5mm A/V port on the back of the device.  Some of the Express models do/did.  If the port does exist, then Roku (and others like Walmart, Best Buy, etc) sells a composite A/V cable (3.5mm to RCA) type connector/adapter.

If the 3.5 A/V does not exist, then you can still do with with a variety of HDMI to RCA connectors/adapters.  Here is a link to Walmart.  These can also be bought just about anywhere.  This just shows you the various types you can buy. (they come in cables. boxes, male or female).  For simplicity, just buy a cable with a "HDMI Male to 3 RCA AV Cable Adapter).

Looking at your TV you could use either what @AvsGunnar suggested or an HDMI to DVI converter (as long as it provides audio out via RCA connectors; a simple HDMI to DVI cable wouldn't give you audio) or an HDMI to component converter.  DVI or component would give you the best quality.  If you find something and you're not sure it would work, post a link here and someone will help you.
