Brand new Express. Did Factory reset. Still just logos

Just got my second Express for my work house.  Using wall power. Have reset the router twice. Did get the looping "update" then  Let's get started for the first 3 times then nothing but dancing logo. Also did the factory reset and saw the expected rapid flashing. But still nothing but a dancing logo. Is it time to return it cause this one is pooched?

Thanks for the post.

When trying to perform a factory reset, please make sure to press and hold down the rest button for at least 30 seconds regardless of what is happening on the screen.

Please keep us posted what you find out.
