I am having the same problem and I have done everything that I know to do and it’s still stuck!!!!!!!!!! Help before I go buy an Amazon fire stick!
I have the same problem with a brand new Express. I did a factory reset multiple times and the device continues to return to Language page.
I honestly tried for six months to get this to work. "Spoke" with multiple support staff (maddeningly unhelpful) and no one could get to the bottom of it. I ended up going to get a brand new Roku 4K and it works perfectly. I'm sorry you are dealing with this issue as well.
