The cheapest plugin for stream

I am trying to upgrade so I could stream movies. Can I use my $ 20 plugin or do I have to buy the stick? I have a great TV, but it's not a smart tv. Help please.

What is “my $ 20 plugin” and why do you feel it needs an upgrade?  Have you tried to stream a movie?
