I can mirror from my PC to my Roku, but it will consistently disconnect after a few minutes. I'm running Windows 10 on my PC and connecting to a Roku Express (3900 series) . I don't know if it's Roku or my network. I don't think it's Windows because I have similar behavior with iPad and iPhone.
Any ideas on figuring out where the problem is? Any suggestions to fix it?

Have you tried changing the wireless channel on your router to see if that helps the issue you are experiencing?
For troubleshooting purposes, have you tried connecting your Roku device and PC to another wireless network, such as a mobile hotspot, to see if you are experiencing the same issue?
