My Roku express model 3900 RW will not get the latest software update which is version 11 it only stays at 10.5.

It will. It just hasn't yet. All Roku updates roll out over a period of time. And if you have multiple devices, there's a good chance (nearly 100%) that they won't get the updates at the same time. One of my devices got OS 11 the day it was announced. The others haven't received it. For 10.5, one got it in October (the month after it was announced) and others got it between then and December 15 (my last device to get it).
Oh, and just getting OS 11 right now won't mean you get all the new features. The features listed will be rolled out during OS 11, but not all are available at the moment. So, whatever it is you're after, there's a good chance you won't have the feature just yet anyway. Those features also roll out over time, but will require OS 11 to be installed first to work.
It will get it. Eventually. It just hasn't got it yet.

Updates are slowly pushed out to various devices at a slow pace. It could take months for everyone who owns a Roku to get updated to OS 11. I own 9 Roku devices and none of them got 11 yet. And I check for updates

When you consider the myriad of Roku models out there, each with its own set of features and capabilities, all the thousands of channel apps that have to work with each new Roku version, all the different internet providers, and all the different networking hardware in place, there is no way to test all possible combinations before releasing a new Roku version. Inevitably there are glitches that have to be ironed out. If a channel needs to be updated for the new Roku version, in many cases the channel providers have not done their homework ahead of time to have versions of their apps ready to release and have to scramble to get revisions out when the new Roku version starts hitting the streets.
The later in the rollout one's Rokus receive the update, the more problems will already be fixed before the update is received. That's why I am never in a hurry to receive a new Roku version when it first starts rolling out, not that I have any control over when I get it.
One thing I've found in past releases that seems to help avoid at least some of the glitches: I've noticed that receiving the Roku update does not necessarily initiate an update for all the channel apps at the same time. As soon as I receive a major Roku update I go into Settings > System > System update > Check now and force another update. This will often get a number of channel updates to accommodate the new Roku version that are just waiting in the wings.
How long should this take? I have a Roku Express 3930X that seems to be stuck at 10.5.0. Attempting to force an update does nothing.
@MikeyInSoCal Please read this thread. You cannot force your Roku to update. Till then relax. It will come. I own 10 Rokus. Only 2 are running Roku OS 11

Updates roll out over a period of months. I've never had one take more than four months for me to get it.
