I just installed a streaming stick 4k and noticed there is no search function for finding new channels. How am I ever suppost to find a channel?

Sorry, but the Netherlands isn't a country supported by Roku.  There will be many features and channels/apps that aren't available to you.

The Search function on the Roku home screen menu is available in the following countries:

In English:
Canada
Ireland
United Kingdom
United States

In Spanish
Mexico
United States

Where it is available, search works for those streaming services that submit information about their programming to Roku. Accuracy and maintenance of the data is the responsibility of the channel providers. Roku lists services providing this information on this page: https://support.roku.com/article/235044948

Is it based on where the account was created or your current geolocation?

It's a little of both.  If you set up a Roku device in one region and move it to another you will have no end of strange problems.
