Yes, Samsung used to offer a service on their TVs that provided additional information about whatever is being shown on screen. They turned that service off about a year ago. You might be hitting a button on your remote that is triggering the message. Although on my JU7100 I've never heard a voice announcement, just a message on screen that the service is no longer available. You might have something enabled in your Accessibility settings (on the TV) that is bringing the voice up.
But it's not coming from your Roku.
