Can you elaborate on which channel your speaking of? Most services such as Sling, YouTube TV, FuboTV and DirecTV Stream use a cloud DVR. That means you can access your recordings from anywhere in the world using any of the listed supported devices.
As long as you have linked your Roku device to the same account (same email address), you should be available to do the same thing on one TV as the other if that "thing" is done through Roku.
Disclaimer: some of the much older Roku devices may not be able to accomodate the same Channels/apps as newer Roku devices so there may be some limits in that capacity.
For the most part though, this is the benefit of linking Roku devices.
If you have a specific feature in mind, feel free to post back. I just took "recordings" to mean content such as Channels/apps you may have installed on a Roku device.
@AvsGunnar That isn’t linking recordings. That’s linking channels. We don’t know exactly what he is using for his DVR. Can he access the same channels from one Roku to another? Yes he can. Recordings are stored in the cloud

That depends on what you mean by "recordings." If you mean an actual recording stored locally, such as via Tablo or Air TV, then yes, those recordings can be viewed on another Roku on the same network, as long as you're logged in to the same app (Tablo, Air TV/Sling) account.
If you mean a cloud-based DVR, then that depends on whether or not the app (Sling TV, YouTube TV, Frndly.TV, whatever) is logged in on the same account. If you are logged in to YouTube TV and have it record a show, you'll be able to watch it on any other device logged into the same YouTube TV account.
If neither of these are what you're talking about, please elaborate and give a specific example of what you're trying to do.
