Trouble with connecting wifi to tv because remote won't pair

I have a roku Phillips tv an for sum reason the remote won't pair no mre An the tv has been rest is there anyway I can get the ip address to this tv so I can use the remote on my phone

Please contact your TV's manufacturer directly to report this issue and request additional support. Each Roku TV manufacturer provides direct support and warranty services for their products running the Roku OS. 

If you need a replacement remote for a Roku TV, you would need to contact your TV manufacturer. You can contact Phillips here: https://www.usa.philips.com/c-w/support-home/support-contact-page#n62Contact=SOUND_AND_VISION_GR%2BT...
 or at 1-866-309-5962

You can also purchase a remote that is compatible with your Roku TV here: https://www.roku.com/products/accessories/roku-tv

Your TV doesn't have an IP address until it's connected to your network which can't be done without a physical remote.  If a remote app can't find your TV then it probably isn't connected.  Most universal remotes will have a code for your TV.
