We are currently unable to replicate the issue you are experiencing as the Picture off functionality is still visible when we checked.
Is there a specific channel that this functionality has been removed from or is it no longer available on all channels? If this issue is only occurring on a specific channel, it's possible that the channel provider has removed this functionality. In this case, you'll want to contact the channel provider support directly to inquire further. Many channels on Roku are developed and maintained by the channel provider themselves.
