I want to use my Roku soundbar with ARC so I can control the tv as well, but I do not get the full HDMI if I do it this way correct? I have never felt I got as good as a display as the Sony 4K tv apps I have.

One could argue you get a "fuller" version of HDMI since you get all the normal functionality of HDMI + Audio Return Channel.
Regardless, you should use ARC if you want to use the TV's internal apps/HDMI connected devices with maximum quality sound output to the soundbar.
The Hdmi-Arc allows for two way communication between the tv and soundbar, you will never be listening to audio from devices connected to your tv at the same time you're watching and listening to channels from the built-in streamer on the Roku soundbar or streambar. So one won't degrade the other.
