Did anyone get to the bottom of this? I’m in Ireland and basic Bluetooth or airplay are not working for me either

Can you please specify the issue you are experiencing? What exactly are you seeing? Are you seeing Airplay and Homekit in Settings? What are the steps to reproduce the issue?
