Here is the fix. My tv kept doing the loop and I used my mobile Hotspot and it updated and got out of the update restart, loop. Once it came up to the register your TV thru roku.com link, I turned off my wifi and connected back to home internet. Boom. It worked.

In the meantime, I would recommend trying to unplug the TV for a few minutes, then plug it back in to power. When you get to the Roku home screen, go to Settings>System>System update>Check now and try to check for any available system update.
