Hoes this Sharp TV mean it has a Roku ?

I have this TV in an unopened box

Does it mean there is a Roku as part of the TV or  does "Roku Smart" mean the TV is an easy hook up for an external Roku box?
If a Roku is a part of the TV, would it be an 4K HDR  ROKU?

Yes, the Roku OS is integrated with the TV and there is no separate Roku device.

The TV/Roku OS should display 4K HDR content if available on your Roku channels.

I have a smaller version of a similar model Sharp TV, and yes the Roku OS is built into the TV. It works quite well, and has a pretty good 4K/HDR image.

Any time you see the term "Smart TV", that means it has some sort of built-in functionality for online streaming. It might be the Roku OS, Fire TV OS, or some manufacturer specific type of operating system. But don't confuse the term to think it means you can stream anything that is available online. Some Smart TVs have built-in web browsers, that may or may not allow playback from any Internet site. But usually you have to have an app specific to the source you want to stream. For example, virtually all of them will have Netflix, most will have Amazon, YouTube and Vudu, and from there the list might shrink substantially. But with Roku, you can usually find a channel for almost everything. There are still some exceptions, and there's nothing that can be done about that, other than pestering your desired site to create a Roku channel.
