I have no idea whether this will help, for sure, but based on the possible sidetracking of your video stream by Roku's software, check the following:
Go to Settings > Privacy > advertising > limit ad tracking (check box to ON)
Again, Settings > Privacy > Smart TV experience > (uncheck use info from TV inputs; uncheck Enable auto notifications)
The rationale behind this is that these settings sidetrack your program material stream to provide Roku with saleable information. If the underpowered CPU in your TV isn't working on this junk, it might actually be able to keep up with your actual video stream.

I just tried to manually update my tv and there was no new update for my tv I am still on the last build. With my tv still stuttering in game mode.
I haven't received any update yet I'm still on

I am still having the same stuttering issue game mode enabled
Glad I finally found this thread to ensure I was not going crazy with this stuttering.
I am also running 10.0.0 Build 4197 and experiencing the stuttering.
I am also still having this issue, and I feel it has gotten worse. I had to turn game mode off. I haven't gotten any updates that fix it, here are my current settings:
