I'm not talking about the one that you can turn off under Settings -> Accessibility. I mean the one that says 'Powering On. HDMI'. 'Powering Off'.

Any help appreciated. I've searched for others with this problem and looked in Settings to no avail.

Do you have a soundbar connected to your TV? Who's the manufacturer of the TV?
