As a gamer and binger the bitrate adjustment is very nifty(changing 12mb/s to 1mb/s is plenty--better than auto 12mb/s hog, however, it lacks one critical function. There is no way to save this if your roku is unpluged or the power goes out. If you go around the house to to change 4 roku devices manually with bitrate menu..it will work..but only until the power goes out or the very common roku freeze where you have to unplug and plug roku back in (bye bye settings--back to 12/mbs). Everything else saves. Idk why this menu can't be saved. No CMOS battery? lol. Geez what a annoying flaw in my eyes.

please make a model of roku that can save this vital feature

I think you're talking about one of the hidden screens. (?)  If so, those were never considered to be supported for and-users at all, but were only meant for doing testing.  Many well-known video channels pay no attention to that setting.

Doesn't store the data rate setting.   

Is that so?  I've been watching a lot of sports and movies and now even have SiriusXM streaming music while doing chores and not in front of the Tv.  And yet I never go past my 1.2 Tb monthly data allowance, which I had been worried about.  I assumed this was because I only have an HDTV; no 4K, 8K or hdr.  

But if Roku isn't keeping my data rate selection -and it has defaulted to the 12mbps- I  assume I would have blown past my data limit....

any way to find out more about this?

Most apps on Roku use whatever they use and have never paid attention to that hidden screen.  That doesn't mean you'll use 12mbps. For example, audio only uses fairly little, and there's another recent thread where someone is complaining about how little netflix uses. (1.1mbps in his case.)  If you're data-capped, it's a good idea to check the meter now and then until you are sure that your typical habits stay well-within the cap.  Some routers can tell you a lot about your data use and some can control it or cap it themselves.

I have a 4K Roku TV and a 500Gb internet cap.  I recently discovered that I was using nearly 20Gb of data per day for about 6-8 hours of TV watching per day, coming very close to my data cap.  I finally realized that the 4K TV (bought last fall) was streaming everything it could at 4K, with no way to adjust it in the TV settings.  I got out my old Roku player, which is limited to 1080, and hooked it up to the TV.  It allowed me to choose between 720 and 1080 streaming, so I'm now watching most TV at 720p, which is fine for casual watching.  My data usage dropped from 15-18Gb per day to about 8, well under my cap.  I can still watch movies and shows I really like at 2K or 4K by using the Roku TV if I want, but now that choice is up to me instead of Roku hogging all my bandwidth.  Roku needs to add this option to the Roku TV settings so that those of us with limited bandwidth have control over how our bandwidth is utilized.
