I was able to do this-finally. This is how: I hit my avatar picture -> my settings. From there, my option tabs were “personal,” “preferences” and “v” -a small notch (secretly) representing a drop down menu. From that drop down menu I clicked on avatars. That allowed me to choose my own from my photos or a file/folder. Hope that helps😉

While I didn't see any "V" that you described it seems they updated the system to make it easy to simply click on AVATARS and then an option to UPLOAD FROM COMPUTER, etc. Thanks to all the squeaky wheels who finally got us some grease!
The "V" notch apparently shows up if your screen size is narrow enough that all the My Settings section-tabs don't fit in a row at once.
IAC, regardless of whether you click the tab directly or go through such a "V"...
I do see that the originally reported problem of the avatar-selection page redirecting away finally appears to have been fixed.
I can now navigate to My Settings > Avatars (or just go straight to https://community.roku.com/t5/user/myprofilepage/tab/user-icons) and see the choose/upload avatar interface, and it works as expected.
Now I can finally shrug off that horrible nightmare-inducer I'd been initially set to.

Please be aware that we believe this issue should be resolved.
You can change your avatar by clicking your current avatar on the top right of the page and selecting, My settings. If you select the tab labeled Avatars, you will be able to choose from a variety of avatars in the collection.

Thank you, Danny. It is working well. It would be great if you guys can add the option to modify the screen name, for instance, one could have made a mistake writing it or perhaps one doesn't like it anymore. At the moment one is stuck with whatever one chose at the moment of creating the account.
