Roku cannot be installed on any device that doesn't already have it. You can't "side-load" anything on a Roku. And there is no such thing as "Roku TV" that can be installed. A "Roku TV" is just a TV that the manufacturer has licensed the Roku OS for its smart TV functions.
There are a few smart TVs that offer "The Roku Channel" as an app. Samsung is one brand. But that's not turning the TV into a Roku TV. It simply allows accessing the content that Roku offers via that channel.
