First, be aware that Roku doesn't build the apps for their platform. Just like Apple doesn't build all the apps for Apple TV, and like Amazon doesn't build the apps for Fire TV. A TV station would need to either build it themselves, or contract a developer to build one.

If you're curious if a particular TV station has a Roku app (channel), then you can search for it at https://channelstore.roku.com, or directly on your Roku device.

If nothing comes up, then the station doesn't have one.

Alternately, most stations that have Roku apps will list that information on their Website.
