I purchased a Roku Ultra 2020 in late December 2020. The Youtube TV app worked fine until Feb 2nd, 2021. It now displays an error saying there is a problem with the licensing. I have the error with WiFI and wired internet. The TV the unit connects to through the same internet hub does not have any problem with YouTube TV. I unistalled the app and re installed after cycling power on the Roku unit.
That's a new one. If you have both Youtube and Youtube TV installed, remove them both, restart/reboot your Roku, add it back.
I deleted the Youtube TV app, and found a Roku update. I installed the update, restarted the Roku device and installed the Youtube TV app. It is now working.

The licensing error code used to affect the chromecasts and Roku sticks more so.
Try a manual software/channel update to the Ultra.
SETTINGS..SYSTEM....UPDATE...CHECK NOW (should be 9.4.0 build 4200, but select the CHECK NOW anyways).
Then SETTINGS....SYSTEM....SYSTEM RESTART
Then as @renojim suggested, add YouTubeTV app back.
