Most app on Roku were not built by Roku, but by the appropriate app developers. In this instance, Google, who owns YouTube, is responsible for all the features and changes on the YouTube app.
Google does update the YouTube app from time to time, rolling out features and changes. I've not personally noticed that change, but I do know they have made changes to how the multiple accounts display. As I said, I don't have multiple users on my YouTube app, but a family member has noticed changes.
