I don't have Spectrum but remember reading that some Spectrum customers were "whitelisted" and Spectrum could again provide access if eligible.  Not sure if this is still in effect or not.  Probably best to contact Spectrum and see if you qualify for this whitelist.  Here is one member @greigor78 discussing it but I think more info can be found online or Spectrum's forums, can't remember exactly.
