One Fox channel on Spectrum is having wobbly picture

I have Spectrum App with 3 Roku devices. ( 2 ) 3800 Streaming Sticks and one 3930 Roku express.  I have one Fox local channel where the picture gets wobbly and out of focus especially on the bottom news bar. The Streaming Sticks work fine but the one bedroom with the 3930 Express has the above issue.  I’ve tried rebooting, changing setting to 720p and nothing works.  Wireless signal is also fine with 200mps.  Any suggestions, is it a Roku or Spectrum issue?
