Then, I can not access the content because an 'error code 403: forbidden'
So, what should I do to access NFL+ or getting my money back since I'm not using the service.

For more information about that channel's account authentication functionality, It's best to reach out directly to get the channel going on your Roku. They can resolve the error you are having with the channel login. Please be noted that Roku doesn't manage channel logins or authentication and many channels on Roku are developed and maintained by the channel provider themselves.

Does the issue only occur on NFL or across other channels installed on your Roku device?
You may go to Settings > Privacy > Advertising and make sure the "Limit Ad Tracking" box is not checked and see if that would help.
If still no dice, you can remove the affected channel and then re-install it. To ensure the process is successful, make sure to restart your device before adding the channel back in. We would recommend doing this from the Settings menu by navigating to Settings > System > System restart > Restart.

Still can't access NFL+. I have an NFL+ account. Roku bills me for it every month. It shows up in my subscriptions but I still get the "forbidden" error.
What's up.
Can anyone on this forum recommend Hulu? Doe it actually work?

Does the issue only occur on NFL Plus or across other channels installed on your Roku device?
Have you tried removing the affected channel NFL Plus and then re-install again? If not, we suggest starting there. In some cases, removing the affected channel and then re-installing it may help. Restart your device before re-adding the channel back in to ensure the process is successful. We recommend doing this through the Settings menu by navigating to Settings > System > Power (If there is no Power submenu, proceed to the next step.) > System restart.
