Is there a way to connect the Roku Ultra box to an external antenna to get my local channels?

Roku players do not have an ATSC tuner, so no they cannot be hooked to an antenna for reception. There is a channel available (Locast) that offers local stations for a handful of metropolitan areas, but if you're not located in one of their coverage areas it will not permit you to stream a different location.
There are tuners that can be connected to your network, and then use a channel on the Roku to access it. These come from a company called Silicon Dust. I believe they have a couple of different models, with some having multiple tuners in the box so more than one device can use it at the same time.
You can also just hook up an antenna to your TV antenna port. Even the old rabbit ear antennas still work. And you won't be using streaming bandwidth. (for those with data allowances)
Do check locast.org to see if they are available in your area. Locast has been steadily expanding and is now in 29 television markets covering almost 50% of the US population.

You can't record anything with a Roku. Not possible. You likely only have one option, and that's the Silicon Dust HD Homerun. That can record, but it's not recorded onto the Roku. I believe the HD Homerun app for Roku allows controlling the OTA recording, and playing back any recordings. But the Roku is simply one way of many to access the recorded media.
