Do you have a paid "tv provider" service (such as cable or satellite) that includes TCM? That is how TCM gets paid and enables you to stream using the WatchTCM channel app.
Alternately you can subscribe to a paid streaming service that includes TCM, such as Sling TV, Hulu Live TV, YouTube TV, or DIRECTV STREAM.
