Cannot open because it cannot re-download from System

Express 4 k suddenly doesn't work. Gives message that it can't open because it can't re-download from network. Network is connected, signal strength good. Tried every reset and fix I can find. And get cannot download from network, or cannot open because it cannot be redownloaded.....so frustrating
