We've always watched The Voice on CTV using ROKU. This season when we try to watch The Voice, we just get a message on the screen to contact TV provider to add channel. Our ROKU account shows CTV as an installed channel. If we contact our TV provider to add the station, of course there's a fee.
Anyone have any idea of what changed?
It sounds like they moved that to requiring a subscription as part of the cable/streaming package you have. Or they removed that from the available channels to on your subscription.

Take note that most apps on Roku manage their own respective channel providers, including the accessibility of their app and the requirement of a subscription.
