Is the CBC app not aavailable to Canadians? I can't seem to add it. Always get Error.
Were you outside Canada, or using a VPN that masked your Canadian location, when you created your account? Are you now using a VPN that masks your location?
No I was not using a VPN and yes I was in Canada. I have noticed though that sometimes when I search for my IP address it shows up as coming from Texas for some reason. Not sure why it does that. I can't get through to any ROKU support.

That is probably your problem, then. Keep checking your IP and when it shows you to be in Canada immediately try to add CBC to your account.
Who is your internet provider? Are they based on Texas?
I think the problem is with Roku. They are using this outdated IP address list to determine where the connection is coming from. My ISP is Valley Fiber and is located in my home city in Winkler, Manitoba.
"GeoIP Country Edition: US, United States
GeoIP City Edition, Rev 1: US, TX, Texas, Dallas, 75247, 32.814800, -96.870598, 623, 214
GeoIP ASNum Edition: AS11215 Logix"
When I check with DUCK DUCK GO search it shows my true location in Manitoba.

You may need to get feedback from @RokuDanny-R or @RokuMary-F (also from Roku) regarding forwarding your issue to their support teams. Of course, they may refer you to https://support.roku.com/contactus first. If you're already done that, let them know. If not, it may be worthwhile to begin that, and let the Forum people from Roku know any support ticket number.

There is no way for me to contact ROKU. That link link just leads right back here.

Huh. Well then, add that to the things to tell the Roku employee when they stop by.
