When you first click on a Netflix program you get a menu on the left that contains an "Audio and subtitles" item you can use before getting into the program. Make your choices and press the back arrow key to return.
While in the program press the up key twice to highlight the "Audio and subtitles" icon - click it to go into the same dialog.
