Mine is RCA Roku TV. I did all the steps you suggested, but the problem persists. It happened on September 22, right after an update because the problem (YouTube can’t launch) started right after the background changed.
It didn't hurt mine a bit. I had to reenter my email and passwords, sign back into my wifi. It reinstalled everything I have accounts with as well as the ones it originally came with, but it's all working.
