Help & troubleshooting for channels on your Roku device, including adding/removing channels, logging in to, authenticating, or activating a channel, channel-specific playback issues, assistance contacting channel publishers to report issues, and adjusting channel-specific settings.
Search using "Jewish Life Television" rather than "JLTV". Still available for install (U.S.), but as you indicated, failed to launch for me also during test install. Probably just an issue with their Channel/app for the moment. Normally these Channels/apps experience an interruption and are then remedied later on by the developer.
As a first step, could you try starting here to troubleshoot channel issues: Follow these steps in order:
1.Navigate to the channel tile on the Roku home screen, press the * key on your remote, and choose 'Remove channel'.
2.Next, restart your device from Settings>System>System restart. (For Roku TV Settings>System>Power>System restart)
3.Once your player/TV starts up again, go to 'Streaming Channels' on the Home screen, and add the channel back once more.

There is nothing wrong with your Roku device. The Jewish Life Television (JLTV) Channel is just down and not working. I just looked around again and wasn't able to find information from their online site regarding Roku development. Seems to all be cable channel related. Could be experiencing a problem with their Channel/app, redeveloping it, or simply have abandoned its development. Hopefully they respond to your email and are just experiencing a channel issue.
As with all these Channels that also have an online site, you can watch the content there from a mobile device (phone, tablet, laptop, etc) and then cast or mirror it to your Roku device or if available, use an HMDI cable from your laptop directly to a HDMI port on your TV.
Short of checking for updates to the Jewish Life Television Channel (* button), to see if they have fixed it, the above are your best options if you wish to see their content.
