Both of these streaming services seem to be supported by every other device except Roku. Anyone know if these channels are in development for Roku?
Keep in mind that Roku doesn't build the apps. Just like Apple doesn't build the Apple TV apps, Amazon doesn't build the Fire TV apps, and Google doesn't build the Android/Google TV apps.
The service would have to build the app.

Yes, I know all that. Thanks for explaining it to me like I was a 3 year old though. My question still stands, does anyone know if these channels are in development for Roku?
Roku doesn't announce new apps ahead of time, with rare exceptions. Those rare exceptions are announced on https://blog.roku.com/ but usually involve major services.
Those with knowledge about upcoming new apps would be subject to non disclosure agreements and could not share any such information if it existed.
Your best bet is what I said earlier: ask the service.
Liggity's "about us" page says "We offer two different options and depending on with service you select the apps can be installed on Smart TVs, Android box, Roku, Firetv, Firestick and any android or iOS device."
So, if they don't seem to support Roku, perhaps ask them why they say they do?
Whenever I see "over 2800 channels of live TV to watch..." I'd be willing to bet they're nothing but a bunch of pirates. If so, don't expect to see a LiggityTV channel on Roku and if you do don't expect it to last long.
