Roku Express Does Not Get Past the Raining Logo Screen During Setup
I just got a roku express in the mail today that I ordered. I plugged in the receiver and all of that. However once I did that and switched the source input to HDMI, I am met with the roku logo. This just continues on and on and never goes past the 'raining logo' screen. I can't get to account setup, I can't do anything with the remote. Any suggestions?

That sounds like the screensaver with multiple purple Rokus of several sizes that slowly descend at various rates. If so, that would indicate the Roku you received had already been set up. Any remote keypress SHOULD take it out of the screensaver, but perhaps the unit has locked up.
Try resetting the unit by depressing and holding the reset button for ar least 30 seconds. You may need to use a pen point or end of a paperclip. This will return it to new-out-of-the-box condition and you can then set it up from scratch.
IMPORTANT! Note, when you are directed to go to roku.com/link to link your new device, type it in very carefully and verify that you actually do go there. Otherwise you can end up at a scammer's fake Roku site. If you end up at ANY non-roku.com site (other than the https://my.roku.com/link that you'll get redirected to), back out and try again.
