With the 4K support offered by the roku 4 I had expected the Apple tv on both roku ultra and 4's if it didn't work on the 2 or 3 that's because they won't have 4K but sience Movies anywhere,HBO,vudu and most everything else is working with all the ROKU players back to the 2 it's just too bad we can't have it on all roku players more substantial subscription base for Apple tv+ if it were avaible on more devices and a show of good faith in the roku as the first device to get it!

You have to ask Apple about it. They are the ones that determine which Roku devices are supported. There's nothing Roku can do about it. It's the same with all channels. Only the channel developer can control the devices and geographical locations that their channel will work with.
I too have a Roku 2, Roku 3, and Roku 4, as well as a Roku TV. The only device that does not have the Apple TV+ available is the 4... probably some Apple support to 1080p, but not 4K without support to HDR is my theory.... that supported 4K devices may require HDR - right now, a key TV room in my house has TiVO bolt, Roku 4, and Sony 4K TV, receiver, and BR video player.... nothing that supports Apple TV+. Well, Winter (Black Friday and Christmas) is coming!
Hard to call your “service “ a service if you’re not on everything Disney + is on the Roku 4 has Disney but not apple!
It’s a bit broken anyway because on an apple device it shows I own dr who, futurerama and Star Trek discovery season 1-2 but the app only shows dr who in my tv library if I go to watch now I can find it and the splash screen content has is missing with the iTunes extras content.
Apple needs to fix the app and put it on everything Disney plus is on or don’t call it a @“service “ .
Here are my settings on Roku 4 model X4400. Clearly states 4K HDR.
Yes, it's recognizing the display as HDR capable. But look at the actual setting on the right. It shows 4K 10 bit 60 Hz. For HDR capable Roku players it lists HDR on that side. There is no HDR display option for the Roku 4.
Which actually means it only does HDR10.

No. The Roku 4 does not support HDR, period. If it did, it would show on the selected resolution on the right side of your image. It doesn't support HDR10, HDR10+, HLG or Dolby Vision. No version of any sort of HDR.
By the way this model did not start out this way. It happen thru updates that was sent from Roku thru years of ownership. All you have to do is update from time to time. Currently my Roku 4 software version 9.4.0 which I did recently.
This is what the display settings show on an HDR capable player:
