Does it cost to watch Rakuten Viki?

Probably. The apps description says "Service may require additional fees." That's the same thing it says for Hulu, Netflix, and other subscription services, so that may be a good guide for you.

It's odd though, on the selections, it actually says FREE. Does not indicate that there's a charge.

Often just loading the channel/app on your Roku is free.  However, having the channel/app and being able to watch anything are two different things.  It looks like you have to link the Roku channel to your Viki account, but you can just add the channel to your Roku and see what happens.  Set a PIN for your Roku account to ensure you won't be charged for something unexpectedly.
