PLEX playback (local) crippled during period of no internet access.

I discovered yesterday, that my PLEX playback was basically crippled while my internet connection was down.  My internal network was fine, and I could stream from my internal server- for a moment, but after about a minute, PLEX would freeze-up while my Roku desperately tried to get to the internet.  After a moment, it would continue, only to freeze-up after another minute, until PLEX finally gave up. 

Even outside PLEX, I observed the Roku menus would freeze-up mid-scroll.  It seems that calling home is PRIORITY 1 for the Roku.

Can anything be done to at allow local streaming to continue smoothly during periods of internet loss?
