Noggin not updating content

my son watches blues clues and you and other shows on nick Jr. This is on a premium channel that is charged every month. Why isn't the content being updated to that channel and for those shows? Why charge for a channel that doesn't change their content?

You have to ask the channel provider about that. Roku is the platform, they don't create the channels that provide content, other than The Roku Channel and Roku Media Player. 

According to the Roku channel store, that channel is provided by Nickelodeon. That is who you need to contact.
