I assume you are referring to carriage of these programs on The Roku Channel.
Stations like The Roku Channel, Prime Video, etc. don't own most of the programming they carry so they must license their programming from the owners. These license contracts specify the date ranges and regions in which the programs may be shown. License contracts expire and get renegotiated regularly, which can result in programs being withdrawn, shifted between tiers, etc.
They could do a better job of warning their viewers when a program license is about to expire, though, so viewers don't get blindsided.
