Couple of things going on here.
First, Roku is only sold/supported in 17 regions across the globe, mostly in the Americas and Europe. A full list is available on the Roku Website at the bottom of the page where the country is listed. That's the full list. You are not in a supported country. That means you either brought a Roku device into an unsupported region, or you bought through unofficial channels.
Next, most developers will not take on the responsibility of supporting their app for Roku in a location where Roku does not support the device. Roku will not stop any developer from supporting their app anywhere -- Netflix works there, for instance -- but most choose to not support where Roku isn't supported. So, Disney made the decision to not support their service on the Roku platform there.
How to "fix it?" Well, nothing is broken. Everything is working as designed. Despite being unsupported there, the Roku is working. And the apps that the developers (not Roku, but the developers) say to make available are available.
For Disney to be available there, Disney needs to modify the Roku app to work there. They can do that, if they choose. But it's up to Disney.
