Because that's how it works. If your subscription to a service (in your case Cinemax) is through another service (in your case, AT&T TV), you are limiting your subscription to only be used through that service.
This is true for Showtime, HBO, or any service through another service.
If your subscription to Cinemax is through AT&T TV, then you can only watch it through AT&T TV. There is an AT&T TV app for Roku.
