I live outside the US, but I purchased my roku online using Amazon. Still, NHL does not show in the channels store for download. I have an nhl.tv account and have been using my appletv without issues. Why is it not showing up? What do I need to do?. I have not added my US credit card or any other sort of payment method because I do not want my kids to make purchases by mistake. This is my first roku, so I am not familiar with setting the location or anything of that sort. Please assist.

To address the above point: You can log onto your account on my.roku.com, go to https://my.roku.com/account/pin, and set (or change) a PIN. You can also choose from several options as to what actions will require the entry of the PIN, including adding a channel.

I'm saying NHL.TV's own website says they have made it available on Roku in the US and United Kingdom. If you are not located in either region, you cannot receive NHL.TV via Roku.
They list no such restriction for an Apple TV streaming device.
Draw your own conclusions.
I've done that much legwork for you. If you want to pursue it, you'll have to take it from there. I'd start by contacting NHL.TV as it is the channels themselves that create, provide, and maintain their channel apps. Roku only provides the platform on which they run.
